I also have not heard that you are suppose to fill the torque converter before installation.  It will be very messing when you go to 
put it on and don't get the splines aligned quite right and have to turn it back and forth before it slides on.  Since it's on it's side it 
will run out to a least half full.  Jim's idea is not bad to filling it half full, but I would just let the tranny fill it for me.

I put it a new (dry) torque converter recently and I just fillled the tranny with fluid, drove around the block, checked the dipstick, 
topped off the fluid. Just my 2 cents.
