doin the rear seat!!!

Well, I need help!
     I'm recovering the rear lower bench in my 65 Notch with covers from
Bill&Steves and Geeze I just cant get it on!!
     I called B&S but all they could say was that they have never done it
themselves and have never heard of problems, no help at all!

Problem:  I replaced the horse hair witha  foam pad and am trying to put the
cover on as the original, over the little spikes, and I just cant get the lower section (with a string in it, untied) to go all the way around the lower seat 
rail.  The diameter of the fully stretched cover, on the bottom, is MUCH less 
than the lower seat rail.
     I know there supposed to be a real stretch,  I did the fronts sucessfully,
but has anyone had similar problems??

WHO MAKES THE COVERS FOR B&S??

Any thoughts are going to be better than what I got from B&S.
