New rotors have a swirl pattern because they're finish ground which leaves them with that pattern. A proper reground flywheel clutch face will be done the same way. It has one real advantage in that it is MUCH smoother and wears away the new brake pad much less. I don't think the effect on squeal is supportable in light of all the brakes out there that squeal in spite of the fact that any machining marks of any kind are long gone.
