I bought the same hitch you described for my '70 SqBack a couple years back from VW junk yard. I bought it for $25. He said that someone made it. It bolts on top of the exsisting bumper mounts and then there is a tube that the hitch is welded to in the center. The tube hides inside the bumber so that all that sticks out from the car is hitch mounting plate. I wondered if it really was made by someone or an aftermarket product because there is 300 lb MAX stamped on the hitch mounting plate. Which I assume means 300 lb MAX tongue weight. I used it to tow my 18' Hobie Cat (about 600 lbs) around the Central Coast of California. Biggest problem I had was that I couldn't drive on the beach unless the tide had been really high and the sand was nice and hard. But if I was at a lake it worked great on the boat ramp. The only other problem was that it took awhile to get up some hills on the highway. But once you got the car up to 55 mph it wasn't too hard to keep it there if you paid attention to what was coming up on the road (gain speed on the downhills to use on the uphills). It cut the gas milage in half though. I think this was mostly because of drag from the boat that was wider and longer than the car. I would get some pretty interesting looks going down the road with it. But it worked for the short haul. (30 minutes or less).
