These sound just about right for what might be replaced by 14" blades in the US. These must have had replacement blades installed in them at some time. This is extremely common. The last time I actually bought replacement rubber inserts from a VW dealer was in the early 70s. I asked for a pair for my type 3 and the guy came back with half dozen or so inserts and just said, "Here, just take 'em." He obviously just wanted to clear off his shelf space. What I got was a complete mix of lengths.
