The first thing to do is realize that there are many possibilities and that the FI 
is just one of them.

All the FI distributors have centrifugual advance.  

My first guess is to assume that you've actually noticed no centrifugal 
advance when you do the timing. If this is the case, your symptoms would 
be explained by a frozen (rusted together) centrifugual advance mechanism. 
This is pretty common and it really makes the car perform poorly. Gas 
mileage will be bad also.   

The test is to grab the rotor and twist it CW. It should move about 15 deg 
and then snap back smartly when released. If yours does this then this is 
not your problem.  

I normally recommend that people pay me to fix these, though, because they 
have to be done just right, and you may need some parts, to get everything 
to work correctly afterwards. I charge $50 to rebuild one, including a new set 
of points, major parts are extra. There is no charge to just inspect it. You 
pay shipping.
