The post on the backside of the plastic clip has a tab on one side that locks 
it in place. If you feel around the hole it goes into, you'll discover a matching 
slot to clear that tap, BUT the slot is 90 deg from where the tab will end up 
when installed.

You have to rotate the clip to align the tab and slot, push it in easily, then 
rotate it to its final position and install the screw.

Yes, it's annoying until you learn the secret, but it's easy once you know 
how.
