[T3] T3 6V Fuel Gauge near mint

My fuel gauge has a "sticking" needle at about the 1/4 full mark.

Should I suspect the INSTRUMENT?
Maybe a minute [exceptionally small; tiny] burr on the needle mechanism?
Or might it be the wires that the FLOAT runs up and down on the two,
fine wires on the SENDING UNIT?

I know what the sender "guts" look like, but I've never done an
"autopsy" on a fuel gauge.
