I'm  not a body guy but our instructor told me that the primer he used is  
an
epoxy primer that is supposed to seal from rust. He told me to put  under
coat on those places.

If this really is epoxy primer, then it should be fine. I just prefer to  
paint any and all exposed surfaces though. The epoxy does need a top coat  
though, as it's not UV resistant (will fade and chalk).
 
Yes, I agree with Jim on painting the back side of the fenders. Do it  
before adding any chip guard, or under coating (on the fronts). I actually like  
to clear coat those sections, as it makes cleaning them up a lot easier (at 
 wash time). : )
