An update ... the wiper motor stopped working entirely yesterday afternoon, so I pulled it out.

It was a 12V model after all ... a SWF 311 955 113C.  No need to follow through on my voltage regulator plan, thank God.

I performed the usual "disassemble completely, polish all electrical contacts, repack with fresh grease" motor maintenance.  Two of the brushes looked okay; the third is a bit crumbly on one of the edges contacting the commutator and has horizontal grooves on that face but is otherwise operational.

As luck would have it, it's sunny and clear today (after a week of rain) so I'm not able to test it under continuous load, but it seems to work a little better now.  I'm guessing that it failed because the grease had aged to the point of becoming glue.
