Relays can certainly go bad, but this does not sound like a relay 
problem at all. The mounting screw for the fuel pump relay in front 
is irrelevant; it's not used for grounding anything.

Make sure the mounting screw for the relay under the back seat is 
tight. That screw IS used to provide a ground for the main power 
relay. If the main power relay opens and shuts, the fuel pump relay 
will open and shut in lockstep with it. 

Also check the junction in the engine compartment where the wire to 
the fuel pump relay connects to the FI harness. That's an inline 
connector that's against the front wall, forward and above the 
engine, just to the left of center. Make sure those connectors are 
actually connected properly.

Don't waste your money on a relay at this point. Failures of these 
relays are rare, and I've never seen one fail in such a way that they 
get intermittent and click open and closed on their own.
