You're right. This is a sign that something isn't hooked up right.
It's a wiring/connection mistake, and it WILL make the car run rich.
Any chance that your mechanic did some work on or around the starter,
or had the engine out? If so, the most likely cause is some wires
mis-connected on the starter.

This is NOT a relay problem. The relay is just doing what it's being
told to do. Check your Bentley manual, ch. 4, pg. 25, the NOTE-- at
the bottom of the first column.
The wire that feeds back to the FI harness must be connected to a
terminal on the starter which is hot ONLY when the starter is
operating, not hot all the time.

This problem occurs most commonly on '72 cars with the computer
diagnosis plug, but late '71 cars have the same wires. It also
happens to other cars if a new starter gets installed that has
different terminal arrangements and the person doing the work isn't
paying attention.
If your car turns out not to have THIS problem, then I'd check the
engine compartment wiring and look for the wire that controls the
fuel pump, at the front of the compartment just to left of center.
Sometimes this wire gets accidentally connected to the backup light
wires. If your backup lights aren't working right, this would be a
clue.
