Did you check them at both ends? 

If so, the next step is to get a voltmeter and watch at the solenoid 
for voltage when someone turns the key to the START position. Make 
sure you're in neutral.

You could also try a couple gentle taps on the side of the starter. 
Sometimes there is enough corrosion on the brushes that they won't 
make good contact with the commutator. A little vibration may cure 
this. If you can get it started and run around the block a few times, 
the engine vibration may also cure some of your other problems.
