Running extremely rich could cause most of these symptoms, but so could other
things.

12.4 would be close to normal at idle, but you should get 14 at medium rpm once
the battery has had a chance to charge up. At what speed did you make this
measurement.
What was the replacement VR? If it was used, or non-Bosch, it might well be bad
already. I have new Bosch 30-019s here, or you can try to buy one locally.
