Do you mean that the accelerator pump is not working?

To idle, you only need the idle circuit working, and you can't see 
whether that's happening from the top.

The first step in balancing carbs is to set the butterflies. They must 
be open exactly the same small amount in idle position. Have you done this?

In your response please include a summary of the story so far of what's 
been done with the fuel system since the last time it was working properly.
