I might add that you really should install a relay to take the current off
that pushbutton switch. Not only might it be part of the problem, those
switches were famous for early failure and are very hard to find and
expensive to replace. A relay on the ignition switch of the 67 and earlier
switches is also a very good idea, especially the 6V ones.

Remember, almost all of your lights do go through the headlight switch.
That Is why I suggested starting there. Yours being an early, your push
button switch could be going bad. There is a reason that VW went away
from that style switch.
There should be no voltage drop across the head light switch, with the
lights on.
With the headlights turned on, check the voltage at the incomming
terminal, and at the terminal going out. Also, check the connections at
the voltage regulator. Have they been corroded or hot.
