That's way too high for the current that the pump may draw. That would make for 
8-10 V of voltage drop in the ground connection, which leaves almost nothing 
for the pump to run on.

You'll need to recheck this measurement. It should be more like 0.1-0.2 Ohms. 
This may be hard to get a good reading on with a cheap meter.
