The VIN on the tunnel is the "official" one, so swapping pans would 
make your notch a '67. You would know the difference, but after the 
swap the car would be much less desirable and much less original.

I'm not a body man, and this stuff frightens me, so trying to cut and 
fit in just the pan halves seems pretty daunting to me.

The thought of cutting up a pristine '67, even to restore a nice '63 
would also be very hard for me to do. I'd wonder if there was another 
source for the sheet metal you need, or if you could just fabricate 
some patches for the bad areas.
