I don't think there was ever a holder or fastener for the tool roll. 
It just gets put wherever you like.

This just sounds like a small screw hole; those get drilled for all 
kinds of reasons. If there are a pair of holes, then it might be for 
the little shield that fit under the radio and over the water drain 
hoses on the early cars. These were up to '70 and back at least to 
'67, probably earlier.
