I believe all the OE chrome tips were cut straight, not angled, at the tip, so this must be an aftermarket tip, perhaps generic. The OE chrome tips had a little plate inside, which were threaded for the screws. Tightening those screws pushed them in against the tailpipe, holding the tip in place. I never saw one with a second tube inside the chrome tube.
