That does indeed sound ill-advised- especially why remove the even more ctitical 3-4 tins. I can't imagine the engine would run for long like this. Otherwise, it's possible it was removed by scavengers or people with no concept of how this engine cools itself more recently Overall it's a very odd conversion- I'd never heard of anything other than a Type 2 being used as a pumper truck- and thats a platform better suited to such a task if your choices are limited to VWs.
