It can be fuel lines allowing air through tiny pores that fuel doesn't get through. Pressure drops off gradually if everything in the system is good. It sometimes takes me a while to get myself started in the mornings - probably longer than the car! You can sometimes hear the bubbles going back into the tank when the pump runs if that's the problem. Dave.
