I had this issue with my 71 Roadster project back in March. I found that
changing the ECU cured this problem. Basically the ECU isn't switching the ground
inside to run the pump. By grounding #19 in the engine compartment, you've
completed the circuit, and the pump runs. This also means everything else is
correctly wired. I hope this helps.
