There is a much more common cause. The louvers in front of your windshield lead to air vent boxes under the dash which you control to let fresh air into the car while you're driving. On your '68, those boxes, one on each side, each have a water drain tube, which allows the water to get out without dripping inside the car. It is quite likely that your water drain hoses are clogged. This lets the air vent boxes fill up with water and overflow onto your feet. The solution is to clear out those hoses. You can see these hoses from inside car. They are black and just under 1" in diameter. They are just to either side of the center line of the car, up against the firewall. The easiest way to clean them out is to look down thru the louvers and note that you can see a large round hole near the center of the car on each side. Push a flexible wire down that hole and see if you start to see dirt and water coming out underneath the car after you do this. If this works, you can flush the drains with water while you work the wire up and down. This will clear them most of the time. The wire will go down 18-20" and run into a hard stop at the end. If you can't get the wire down there, you can remove each hose from under the dash. You may have to remove some parts to get access, but the hoses can just be pulled off each end to remove them. They were originally glued, but you don't need to reglue them. Take a bucket into the car with you when you do this, because you will probably get more than a pint of dirty water suddenly out of each side when you remove the hose. It can make quite a mess if you're not prepared for it.
