If that was all it was, then you would have difficulty pushing the arm back into place, because you'd have to get the splines lined up first. They don't just glide into place effortlessly. I've also never heard of a bolt or setscrew falling out and letting this happen, but broken torsion bars do happen. I should have mentioned that the broken torsion bar, unfortunately, is the most likely possibility. One more thing. There is a small plate on each side, which is actually held in place by the bolt that holds the opposite side's torsion bar. That plate is supposed to retain the lower lever arm so that it can't slip out if the torsion bar breaks. Those plates are an odd shape, and they often are not in the correct position to do their job.
