The opposite end of the torsion bar has a bolt (number 3 on pic). http://www.hallvw.clara.net/type3/T3pbo/T3pb4-11a.htm The lower torsion arm is held by a plate (number 4 on another pic) http://www.hallvw.clara.net/type3/T3pbo/T3pb4-2.htm Could be the bar is broken?
