Honestly, from the noise I did not think the sound was coming from that area but I bow to the great intelligence of this list. It was a bolt that had backed all the way out. Max, my '68 Squareback, is back on the road again and since I reinstalled the muffler using new clamp kits he is actually a bit more quiet. Of course quiet is a relative term in an 38 year old air cooled VW!!
