The steel lines that run from the gas tank to the charcoal cannister rusted shut inside a couple decades ago, so that system is no longer functional. You can connect the cannister to the air cleaner or not, your choice, but if you leave it disconnected, you should plug the nipple on the side of the air cleaner, as that will allow unfiltered air into the engine. Unfiltered air will slowly damage the engine internals just because so many of those particles are abrasive. One small hole won't admit a whole lot of unfiltered air, but probably more than you suspect, since the impedance along that path is a lot less than thru the air cleaner. It probably hasn't caused a problem unless the car lives in a particularly dusty area.
