I am with Jim on this. My tank was quite rusty on the bottom and the screen was somewhat plugged. I had my local radiator shop acid clean the tank. I refused there offer to line the tank. I checked my overflow for leaks and have now 4 years later seen nothing but a shinny tank interior from just clean gas inside. Screen like new. Peter Legault 73 SB auto (stock) The main thing to understand is that the tank won't rust again as long as you keep water out of it. Chances are that the overflow hose is cracked, and those cracks let in water and dirt which caused the current problem.
