Went to Schucks and paid $11 for a 20 Amp In-Line Noise Filter, part # CK-NSFL2, and placed it in line on the power lead...it also has a ground lead which I think "bleeds" the interference off to ground. My wiper delay now works PERFECTLY, nary a glitch. Sorry if I "overposted" this problem, but sometimes I think things out more clearly when I have to express them.
