Check what's wired to terminal 57.  If the front parking light SHOULD GO 
OUT when on headlights, then there will be 2 wires, one to the warning 
light and the other to fuse 7 (counting from the left end) which then 
feeds both front parking lights through separate wires joined at the 
fuse.  
If the front parking lights SHOULD STAY ON when on headlamps, then there 
will only be the warning light connected to terminal 57 and the feed to 
the front parking lights should piggyback off the same fuses as the rear 
lights ie: #1 for left and 2 for right.  Maybe the PO got it halfway 
between the two types?   There is also a 2 way connector down at the 
front probably in or around each headlight which extends the parking 
light wire down to the front indicator base.  You might have mixed one 
of these with a headlight wire or something.
But I'd probably bet on the problem being at the switch or fuse box end.
