I'm wondering if this little change has something to do with it. For 65 and
66, the single port engines got a vacuum only distributor. I'm wondering if VW
found it had to use this particular dizzy with the high compression ratio
1500S. Did any other 64's use this dizzy? If not, then this could be part of the
problem, in that it's not really compatible with the lowered compression.

This sounds like the dizzy has too much advance for light throttle use. I
know from running the t-3 FI dizzy with my dual carbs I get a flat spot when the
trans shifts to the next highest gear (it's got an AT). I never noticed it
before with the 009, but I do now. I think I've got to hunt down a 66 or 67 dual
carb vacumm advance only dizzy to correct mine, and this may be what you need
to do also. I don't know if this will help or not, but it might jog a couple
of other brains to kick around a few more ideas.
