The FI fuel pump should be located under the fuel tank, on the right side of 
the car behind the beam. It's possible that it's still there, but is clogged 
with old dried up fuel.

Yes, it sounds like a grounding issue. Look at the front of the trans, under 
the car, and see if you can see it.  It might now be a 2 piece ground strap. :O
