When new and shiny, the gasket slips nicely on that smooth metal, but the rusty stuff bites into the gasket and can make it very hard to turn. On occasion, I have just taken the filler pipe completely off the car and brazed a layer of brass on the sealing face. Then I file it back down smooth and flat. I think all the oil filler caps use cork.
