Have you looked to see if the rod is there? It is easily seen without 
disassembling anything. If the rod is gone you know that the flaps can't be 
there. If it's there, you can't be sure.

You can verify the flaps by removing the generator and feeling down the cooling 
air hole in its saddle, or by removing the 2-wire SP wire holder that is just 
to the front of the right opening where the fan housing dumps air toward the 
cylinders. In the latter case you have to bend a wire to stick in there and 
feel around.

Also look at the Bentley manual ch. 3, fig. 11-1, item 8. You should have a 
part like this on each side. They are often forgotten and not so obvious if 
missing, but they are critical.
