VW did do factory rebuilds -- I've owned a brochure on it, for the 
American market -- but maybe the program was discontinued at some point 
or perhaps limited to certain markets or customer classes. I also was 
under the impression that VW rebuilds were stamped with an X in the 
engine number.

Could it have been put in the pipe for knock-down production in a 
foreign market?

Sure is a cool thing.
