The starter not turning isn't going to be due to sensors or grounds on the engine - might be a bad earth strap on the transmission nose. Probably just corrosion on solenoid contacts, starter armature/brush contact, and/or cabling between them. I started my camper for the first time for a year when a guy wanted to buy it. A splash of fuel in the top of the carb, a good battery connected up, first turn of the key ... silence. Next turn starter turned and engine coughed and started for a second or two while there was enough fuel vapour. Did same again and pumped accelerator like mad and it started and ran fine - throwing bits of debris out of the hot-air vents - and within a minute was idling nice and smoothly.
