First you'll want to study up on the frontend, understand how it works, and see if you can't adjust it to spec. The Type 3 front end is much more robust than the Type 1 that most VW folks are used to, but it's also more subtle to adjust. And like most every other mechanical part, old OEM German parts are generally better than new aftermarket parts. If you're not into doing it yourself, take it to an experienced alignment shop -- and take the manual with you, they'll probably need it.

The part most likely to need replacing is the steering damper. Next come steering joints, etc. But first check them out thoroughly. You may just need to adjust your steering box.

It's not uncommon for squarebacks to draw exhaust through bad hatch seals. Also check your engine cover seal.

=> Could my heater boxes just be shot?

It's possible, but not likely.
