beams so I thought I'd try switching the wires to 56a and F around as a
temporary solution. (I know, I know.) The weird thing is that I still had
only high beams! CLICK high beams on, light on dash, CLICK lights off, no
matter which way the wires were hooked up!

I'm starting to wonder if the fault lies within the pushbutton block.

Recheck the fues for the low beams. You having high beams tells us the ground
is good. On my 69 Square, the fuses had a layer of crud that I had to scrape
off both the fuse and the holder blades. After that, they worked like they
were supposed to. I hope this helps.
