No.

I put mine back on recently. I couldn't push it on by hand, but it went back 
on easily by winding it in with the big pulley bolt. Is the inside of yours 
rusty? Also make sure the square keyway is clean and smooth. I found it 
helped to put some grease on it too. I was literally able to wind the bolt 
in with one finger; very little effort was needed.
