Right, the brain connects that wire to ground whenever the engine has been turning over, or the key has been turned ON, within the last second. The brain knows the engine has been turning over by way of the trigger points in the distributor. So if you look for this wire to go low, it will only do so within the first second after you turn the key ON, unless the you're actually running the starter. That wire from the brain has a junction and a connector just forward and to the left of the intake air distributor.
