Are you referring to the two bolts that attach the reinforcing bar to the bumper? They screw in from underneath the bumper? I've gotten those out, and tried moving-but not having any luck. I'm thinking that given that this car at one point in time was hit on the passenger front-that this reinforcing bar may have been bent, and therefore doesn't want to line up with the newer bumper. The original bumper had almost all the chrome on the passenger side peeling off and rusted.
