As for the hood not opening, if wiggling it and maybe bouncing it a bit
doesn't do it, your best bet is to to go in through the spare tire
well, assuming you don't have the spare in the car. If you do have the
spare in there it gets tougher. If it is a late car, you might be able
to pull the front bumper and the large crush tube behind it and go in
through one of the largish holes for the tube. Might need to find
someone with small arms.
Also check to see that all the screws (I think there are 3) are
securing the bracket for the release lever. If these aren't all there
you might not be getting the full pull on the cable.
