This makes me wonder if someone has replaced your gauges with later gauges. 
Gauges from 71-on, including the last year of the grey faces and all of the 
black faces, expect a thinner dash by about this amount. Which color are your 
gauges?

You're right. You don't have to remove the steering wheel. It just makes the 
job a lot easier.
