Check the starter shaft bushing. The one that's pressed into the tranny case. 
If that's shot, then the drive pinion can ride high on the flywheel teeth and I 
suspect this can damage the teeth.

There are also similar bushings (a pair) pressed into the starter drive Bendix. 
If those disintegrate they can cause the same problem. You can replace the 
Bendix for big $$$ or just the bushings for cheap. I don't know why these would 
ever fail, since they see little relative motion, but I replaced a pair once on 
a friend's 6V '66.
