I agree with Steven that your mechanics explanation sounds made up.

I also agree that upgrading to a dual circuit m/c is both safer and usually
more cost effective.

I should add that upgrading to a dual-circuit master is a relatively 
straightforward process that will add a layer of safety to the car. I've 
done it myself. But there are plenty of Type 3s running around  
perfectly happily on single-circuit masters. Maybe your wrench thinks 
they're illegal or something; who knows, maybe there is some weird state 
law. Where are you?
