What he's probably saying is that he (or his insurance provider) doesn't 
trust his work enough to bet your life on it. Master cylinders for old 
cars are being rebuilt every day everywhere. Rebuilding an OEM unit is 
better and more dependable than buying a new replacement. It's also a 
great deal cheaper if you have the tools and skills to do it yourself. 
It's not rocket science, as they say.
