[T3] Type 3 panel van

On one of our local classic car forums we have been discussing a Type 3 
panel van. The car is a '69 and apparently has been in the family of the 
current owner since it was new.

It is kind of run down, but under restoration. It is apparently completely 
original and complete.

My question is: did I read somewhere that all panel vans had swing axle? 
This one plainly has IRS, so I was wondering what's what?
