I have a '68 Frankfort US which always had a bunch of intermittent problems. 
I've resoldered the little pins that connect one side of the PC board to the 
other several times, but they don't seem to want to stay connected. Are these 
what you call via posts? Can you tell me why they don't want to stay soldered?

What do you replace them with?

I've never seen a bad filter cap in them, however.
