I will start by cleaning and checking the connections on the battery, starter, and tranny ground strap, hoping that fixes the issue without having to mess with the ignition. If it turns out to be the ignition, I surely will need to ask more questions!

The fact that the dash lights go out indicates that there must be a bad or intermittent connection somewhere. I would start with both ends of the battery cables and the transmission ground strap. If that doesn't help, move to the ignition switch.

One way to look for bad connections is to measure the voltage across them. If you see a significant voltage between 2 parts that should be as the same voltage, then you should stop and see if you can improve that connection. You'll have to measure this voltage during those few seconds that things are misbehaving.
